Yep one or the other dodge or resist but not both.
2 turns is fine because of the damage potential, I use them to finish off toons in low health so you can move onto the next target.
They do need some added bonus, either damage when reaisted/dodged or explode on a crit hit, or some other benefit since they can be hard to stick.
I only use them with JE so I can't say anything on the cooldown, but it sounds reasonable.
