Lol more like it is immaterial what they decide to use as requirements for a LEGENDARY ship event. Those are the options, like it or not. If you have been building your ship fleet up, then you will be able to participate in the inaugural LEGENDARY event, if not, well, then you know what you need to do for the eventual return won't you.
What you seem to be "not getting" is there is no exact crossover between char based events and ship based events. There is no reason, nor justification to have a ship based event mirror exactly a char based event and conversely there is no reason to make a char based event mirror a ship based event.
