Turn Squad Arena into Sandbox Mode

Now that squad arena has been essentially removed, it should be turned into a sandbox mode. Some awesome QoL improvements would be:

1. All omicrons are active in Squad Arena
2. Remove time between Squad Arena battles and remove battle limit

Those two simple updates to Squad Arena would go a long ways in regards to enjoyment of the game.
