Clearly the Devs have done nothing to stop the TW exploit.

Could be based on active GP, total people competing, Highest single GP and lowest single GP.
Though to be fair, I don't really see people sitting out as an exploit. Strategy is what it's all about. People hold back on raids to let their lower members get gear, I don't see this as very different.
