Clearly the Devs have done nothing to stop the TW exploit.

Though to be fair, I don't really see people sitting out as an exploit. Strategy is what it's all about. People hold back on raids to let their lower members get gear, I don't see this as very different.
I don't consider it an exploit either, mainly because ea/cg is the only one who can determine whether it's an exploit or not and they haven't deemed it an exploit. It's just a lame (imo) strategy.
It's entirely different than letting guildmates rank higher though.
