They can say this, I guess, but I know for a fact it isn't true; or at least not true in the way you're taking it to mean what I said they should do. Or it's broken. It's super easy to get a matchup in your favor just by going in at 47 or 48 out of 50. The match is always skewed in favor of the side with 47 or 48.
