That’s how it usually goes 

first get the requirements one by one then when you are actually able to get all those you get the kit reveal and only after that the event 

New windu has only 3 characters as actual requirements at the moment the other 3 might have been announced but no kit reveal or anything was stated about them other than name and faction, so step by step we will get there, and hope he will be reaaalllyyyy worth it because if not I’m not grinding new characters never again 

This is the first full Era with a legendary at the end and we can't gauge it one to one with historic releases, but it is likely we 9nly get the mace kit at the end and the event shortly after
