Update to Timezone Change Policy for Extreme Changes Only [Mega]

Everyone should be given the opportunity to do it once. I’m part of a shard chat. I sit in an hour that is pretty much uncontested. People in the preceding PO have to contend with the busiest hour in our shard. It’s simply not fair that I get an easy ride because of this and they don’t. One change each at least makes it a level playing field. Ofc it isn’t perfect but everyone gets the same opportunity. Only allowing certain players to do it especially in clear contradiction of the criteria they set out is even more unfair.
