If you're upgrading a level 1 gold mod with speed, there's a 31.6% chance that the speed won't get upgraded at all. There's only a 0.4% chance that the speed will get all four upgrades for your chance at up to 29 speed on the mod.
Assuming equal probabilities, unless they've specifically stated the odds somewhere.
