I'm not sold on the VIP thing. Something that might be worth looking in to is a discount system for those spending in back to back increments. Say you spend $100 on a "gems", you could buy again for 10% off at $90. Say you want to buy again, you could spend $80 at 20% off. I wouldn't go further than 20% off though.
