Well, I think I might have solved the health issue. It seems the real base was 7629. The 10054 (the part in white) was AFTER applying the mods.

Still not sure how/why these base stats got added in.

Edit: Ah now I see, this is a bug. The Base stats are still from the gear (the other gear related states have been removed from the display, but not the base stats). I'll note this in the correct forum for bugs now.
