What happened to promoting diversity?

No doubt Holdo and Rose are characters that were mandated by higher ups, but the decision on what to include in Holdo’s kit is within the purview of the devs. It’s hard to believe they made her kit (with an AOE daze that specifically counters CLS leadership and healing that specifically counters NS) without knowing how it would impact the meta. They play test new characters in their own internal arena. They know dude.

And users will typically surprise devs with combinations they discover. "No plan survives first contact with reality" is a mantra amongst software engineers. I've developed game systems that users have destroyed in minutes because they think of the whackiest things to try, while things that I think are relatively simple and easy to use remain undiscovered for months. This game is no different.

It's entirely possible they never thought of the "My Two Dads" Forehead Rey team and had Holdo already designed for one Resistance Team while Rose is for another Resistance Team.

Also, remember that Arena is not the only game mode in the game. While I agree that Holdo is going to make Forehead Rey teams more potent in Arena, she (and Rose) also allow for greater diversity in Territory Wars and Territory Battle teams with 2 Resistance teams instead of just one. 4HDRey on defense and a more classic zFinn (with Rose and Scav Rey) for offense.
