Eh, if it's anything like the pack offered last time it'll be a one-time purchase of 40 shards... Probably going to have to spend on refreshes if you want to get Old Ben in the next week.
Anyway, to the OP, the drop rate is roughly 33%. That doesn't mean if you do 15 you get 5, it means that if you do 15 the highest point on that bell curve is going to be at 5, but there's still a high possibility of getting something different. Because it's not 50%, the odds of getting 4 are significantly higher than the odds of getting 6.
