What is with the Pathetic Drop Rates in this game

i have spent over 60 dollars on gems trying to farm old ben shards for the CLS event and didnt even get 12 shards how can they be so bad this was the first time in a very long time i have spent money ...

That's what i though, how on earth do you only get 12 shards with 60 bucks in crystals? Practicallly impossible...
