What UTC is meant by "end of month" on CG posts?

It's based on the time/day where the company is. PDT(or PST depending on daylight savings)

-700UTC

It is 4/30/18 and around 7 am where the devs are right now.

So -7? Seeing as -700 would make it roughly the 1st of april. Making the calendar still late....... haha

Who made that notation and where is it referenced? I have never seen a UTC offset written like that.

others do have the ':' to make it look propper. but not all of them do.
