What's wrong with Kit Fisto?

So, what exactly needs changing?

His damage buff wasn't enough, his tenacity up is nice but very situational. Since it does splash damage its not very useful on p2 and p3 since things get so wonky after the door goes up, but teebo can solo p4 with him and a little luck which makes him useful under some guilds raid rules.
