Why are these characters not in GoH?
With the number of new characters that are being added recently, I'm curious to know why several characters who'd be great additions haven't been added. Saw Gerrera, Captain Rex (from Rebels), Agen...

They aim is to create a new Meta that. I guess it is easier to buff a small faction like Sith Empire or to introduce a new faction (Inquisitors). Adding Characters to large factions like scoundrels or rebels opens so much space for possible combinations, they might have troubles to balance it.
