My guild is at 12mil GP and we got 10 stars - for the last few phases we had no chance at all of getting a star, so I didn't even bother doing anything - no combat missions or deployment. If we could get some kind of reward besides the TB credits I would be more inclined to participate even if we couldn't get more stars
I think this is their purpose though...to motive guilds to grow in power and strive to get to a point where they own more stars.
It does seem as though the guild stuff does not have casual guilds in mind.
