Why high-leveled players appear in fresh fleet shards?

I’m a new guy in this game, and reached lv60 and opened my fleet shard. I enjoyed the game at that time, till a lv81 guy with 7 star and g10 or 11 crew members appeared in the shard suddenly. I...

My Arena shard had some guy with every hero seven starred including JTR and CLS both G12 While the next highest was lvl 60.

lvl 60.

You can tell that guys been patient with his levelling. A massive whale combined with waiting a long time to enter a shard!

And for ships, its the same. The longer you wait to enter into a shard, the better.
