I've changed my thought on this one. Initially I thought it wasn't a big deal to gate rarity 6 mods behind gear XII, but determined it's an issue because in essence it really limits your mods to 7* characters as well.
Eventually running under started characters kn arena will be a no-no do to the competitive advantage of their 7* counterparts.
Solution. Just make the requirement gear XI or remove the star require for gear XII. Either option still keeps the spirit of rarity 6 mods being more exclusive and people can continue to use marquee and unfinished legendary characters if they choose to invest the gear in them.
