The best way to judge guild activity in my opinion is how many raid tickets are generated, and how often the guild raids. When I changed guilds it made a big difference on my progress, mostly due to this. Gear exchange being active helps too, but I find the higher frequency of raids and guild token generation to be a bigger help.
