- I never pay to upgrade unless speed is already listed. Waste of money to upgrade blindly.
- If you're trying to mod some secondary characters and all you have is a bunch of Grey 5 dots, I'd recommend leveling up to no more than 6. That will show you the first two secondaries for a fairly cheap price. If not speed, sell.
And don't get all emotionally attached to any gold mods you farm that don't have speed secondaries. Unless you plan to use them for a tank or it's a triangle with a coveted primary, just sell them immediately so they don't crowd up your mod screen. - Bring it up to level 12. Costs about 1/4 the full price and all the secondaries will be maxed. Then you can decide to spend the last bit or not. As a rule, I only upgrade 5 dot purple or gold with a speed secondary already listed. But when you first start out, 5 dot blues and greens with speed secondaries at lvl 1 are worth leveling.

Better to save credits for one with speed already on it, because you know you can level it to 15 and have at least an ok mod with a chance to have a really good/great one.
Definitely agree if you've already built a fairly significant mod arsenal. For those players that are building rosters, if they wait for a speed secondary to be visible, they won't have very many characters modded. Now that we have TB and TW I would advise a newish player to take a chance on a mod so they can start modding up characters and driving up their GP.
Drop rates for a speed visible secondary is ~3%
Overall chance a mod has speed secondary (visible or not) ~13%
It's ok to replace those mods later. Full set of mods is critical for all toons regardless of speed. Speed is most valuable for arena and raid toons.- I agree. I was more addressing OP's question regarding the worth of upgrading to reveal all secondaries and speed. I upgraded every 5* mod I could until I had enough for the teams I wanted and then just focused on speed.
- It does but youre taking a huge gamble and wasting credits if it doesn't have a speed secondary already, and if you do get lucky and roll speed in 3rd or 4th spot it will only be minimum
- If speed doesnt show up as a secondary, then it may show up but will be a 3-6. It can happen to get it to proc 2 times in this situation ending up with a mod with only 3 secondaries but that is very unlikely.

#2 yes - Case 1. Lv1 mod has no secondary (light blueish color) - The mod may or may not have speed secondary at lv 12 (same as lv 15 in terms of max secondary stats)
But max speed will be +5
Case 2. Lv1 mod has 1 secondary (green color) but that is not speed.
The mod can have speed, but it will be max +5. At best
Case 3. Lv1 mod has 1 secondary (green color) and it is speed +1~5
The speed will go up once and just once (no more, no less) reaching the final speed of +4~11
(Guaranteed to be increased once at lv3)
Case 4. Lv1 mod has 2 secondary (blue color) but none of those are speed.
The mod may have speed but +5 at best.
Case 5. Lv1 mod has 2 secondary (blue color) and one of it is speed +1~5
The mod may or may not increase the speed and it can be upgraded just once or, twice at best.
If it never increases, it will be +1~5
If it is upgraded once, it will be +4~11
If it is upgraded twice, it will be +10~17
(Speed will not be increased at lvl 9 and 12)
Case 6. Lv1 mod has 3 secondaries (purple color) and none of it is speed.
The mod can have speed at last but +5 at best
Case 7. Lv1 mod has 3 secondaries (purple color) and one of it is speed. +1~5
The mod may or may not increase the speed any further, from once to thrice.
If it never increases, +1~5
If it is increased once, +4~11
Twice, +10~17
Thrice, +16~23
(Speed will not be increased at lv 12)
Case 8. Lv1 mod has 4 secondaries (gold color) and none of it is speed.
Well no speed, obviously, at lv15 too.
Case 9. Lv1 mod has 4 secondaries (gold color) and one of it is speed.
Speed may increase at lv 3, 6, 9, 12
If it hits 4 times, jack pot. +22~29
3 times, still +16~23
2 times, +10~17
Once, +4~11
Or more often than not, it may not be increased at all and remain at the initial +1~5 speed
