I have a cross health mod w/ prot primary, 6.6% crit secondary and 9 speed. It most definitely can go over 5%. Was lvl 1 gold. Speed went up once, crit% went up 3x
Best I have- you do realize you're responding to a comment from 2016 right? before slicing or mk6 mods were a thing.

Right, but I've never come across anyone using that mod, most people go for the +30 speed
It's good for characters such as Zaalbar that activate core parts of their kit (his Taunt / Counter combo) without a reliance on taking a turn. Teams with heavy TM gain also benefit from avoiding the +30 Speed arrow since their TM will be filled by someone else anyway. I haven't tried hard, but hypothetically, seems like you could get close when you consider some leadership abilities. People have talked about 15% chances as bases for things like dodge and resist, so i'm not sure if that means it sort of caps out at 85% or not. See if anyone else has a screen shot.
