I would probably limp along with option 2, gearing Ani & Ahsoka as your Padme squad buildup dictates and Bossk as you are able. Leave the RIs at junk level, including Plo - just level up his ship for the RI ability which is his primary usefulness.
Focus on finishing your Vulture.and particularly Hyena farms by the time you unlock Mal. If you have to prioritize one, make it Hyena as that has to start and take hits.
Once you have Mal unlocked and powered up for arena then you can think about building up an Empire fleet to a serviceable level for GAC.
