Chimaera requires powering up Rebel fighters which is a costly an unnecessary detour for an early player. Executrix works just fine with Geos and is strong with an eventual Empire fleet. Chimaera is a jack of all trades, excelling at none.
It is also a Geo DSTB necessity. Tarkin isn't. You don't power up rebel fighters any more than you would to unlock Thrawn himself. Rebel fleets are likely getting Luke xwing anyway.

Executrix and Chimaera are both required for DS Geo TB. In the same phase no less. :D
You need more than Ghost and Phantom just to qualify to attempt Chimaera unlock.
Luke's X-Wing has been anticipated by players since I started over 3 years ago! :D
