About Old Daka

The difference is Old Daka's ability says 75% to stun the primary target and 50% chance to stun secondary. (both of these can be resisted). Some lvl of RNG here.

Kylo Unmasked's ability says "Stun them for 2 turns, this attack cannot be evaded or resisted). Kylo's stun is 100%, guaranteed, cannot be dodged, blocked, resisted, 0 RNG.

They are just functionally different with different rules.

FWIW I have Daka at under 30% potency and I still see plenty of stuns.

With that said I'm only using her in GW, not arena, and never past node 10. So I'm probably using her against lower tenacity characters.

Chance to resist a stun: Tenacity - Potency (minimum 15% resist chance)
Your Daka will stun 0.75 x 0.85 = 64% of the time
New Kylo will stun 100% of the time
