Acquiring character shards, active and inactive requirements are different.

What are the number of shard needed to advance to the next star level? It seams that less shards are needed once the character is active. For inactive characters I believe these are the needed shards...

Your numbers are wrong. The highest you can unlock is 4*, which is 80 shards. Getting to 5* from there costs 65 shards. This is true for everyone, since the highest you can unlock is 4*. 85 shards is the cost to get to 6*.

Again, there are no shenanigans being played here.
