I was thinking that Baze would still be a tier 1 starter for those who already have 7* Rey from the Google Play promotion. You would farm Luke early, no need to farm Rey, then you can move into Rex. It doesn't change the fact that Baze is now 60 energy per shard, but as was mentioned above tanks are heavily gear dependent.
