The problem with Sabine is that she is a long farm for little added value.
I wouldn't count on Baze either, as the only place you'll be seeing him is a hard node in Light T9 or for crystals in the main store (not worth it).
It's kinda difficult to answer since you're low level and 7* Rey is helping you out, but some solid toons that help solidify your offense and defense early on are Barriss and Boba Fett. Barriss is a massive healer / debuff and Boba an AOE blocker / massive damage dealer.
Phoenix needs to be a little higher and complete to be viable but can easily be beaten. So I'd probably go for Rey / Ezra / Kylo / BF / Barriss in arena for now. No synergy per se but some solid characters focused on DPS
Later on, you'll want to work towards R2 and Thrawn 5*
