I think you should keep in mind that this game is built around synergy: the more synergy your team has (or parts of it, i.e. "Chaze"), the better you will perform.
As such, even though I am no fan of Phoenix myself, you will find your team so much stronger with a full Phoenix Squad, even though individually for sure Rey and Kylo are stronger than Zeb and Kanaan.
So first priority, I would say, is get Zeb and Kanaan in your team, and then keep the Phoenix 5 max geared for your level. Then just star them all the way to 7. Bu the time you got there, you should have a much better view of where to go to.
