So I will be unlocking fleet today. I will have all these characters unlocked, Biggs, TFP, FOTP, JC, Ahsoka, Ghost. How much should I invest in upgrading the characters for fleet? Should I level them to max and gear as high as I can and upgrade all abilities if possible?
Since I am doing phoenix squad, my characters for Ghost are already leveled. If I am transitioning eventually to option #1 arena team then Biggs would be good to invest in. But what about the other pilots? Also, who should my leader be, Akbar or Tarkin? Seems Tarkin would be used later for ability material challenges.

1. In the end - most ships will be needed, for various events or Territory Battles. So it's more about the order in which you get them, rather then "if" you should get them. You should invest as much as is needed to be in top10 or higher, hard to tell exactly.
2. Because of being ftp and a high LS focus in arena, best choice is Ackbar. For all fleet challenges you need strong pilots, not capital ships, only star lvl matters. I've done my zeta challenge with 53lvl Tarkin ship. From those pilots that you mentioned only Ahsoka and JC don't need to be highly invested in, because you won't use them in end game arena.
Bottom line - new game modes themy added recently incourage you to gear and lvl up as many toons as you can. So you have a green light to invest as much as you can in main teams for both arenas.
