Too much emphasis has been placed on CLS by new players. He's the end game toon, but getting him before level 85, before zetas and g10+ saved for him, and before an R2 or other toons to work with, he's not going to be worth slowing down all the other progress.
I think the emphases on Commander Luke Skywalker and Jedi Training Rey help focus newer players and provide direction for how to advance in the game. Sure, there’s an order to it and you don’t need to focus on gearing up the New Hope crowd until after you already have R2D2 at 7*, but it’s important to have that end goal to work toward. Otherwise, players will be caught off guard when a legendary or hero’s journey event comes around and their teams are no longer good enough. Better to give people a path and the chance to get those legendary and hero’s journey characters so they have more options.
In addition Wiggs and with anh scoundrel and phoenix window dressing could be a decent arena team. Not sure now with Vader Palpatine rework mainly vader's speed I think the mid game meta may have shifted.
