Lol. No. Ackbar fleet took meta from Thrawn when OG Falcon released (Thrawn was possibly below Tarkin/Geos and Mace Timeout at that point anyway). Held it until Negotiator and can still climb on many Nego fleets.
While you are correct, it is foolish to scoff at Thrawn
