It would be a product of that, but they didn't really do that to a lot of charactes, and the other fast characters that were nerfed are still very powerful. Anakins kit also revolved around Toons dying, and giving the squad Offense up if he killed someone with his AOE. Thanks to protection, both of these skills are now terrible. So not only did his damage get nerfed, but also his utility. Sure he's fast w QGJ lead, but who cares if he hits like a wet noodle
