Anybody notice a lot of rex lead teams have horrible mods for speed?

I know my resistance team isn't good on defense even offense sometimes if I don't land a expose but based on some rex teams mods I've seen they would not be in the rank they are without him. I've seen...

as above really. when you have a team gaining so much TM throughout the battle, their base speed becomes less important. obviously when you have a fast rex lead team that's when you're seeing top payouts.
