I bet there's more to the story than some unreasonable git stalking an innocent victim. There's usually some reason when a player starts a personal vendetta against another.
I'd probably react like that if some entitled player demanded that I shouldn't be attacking them at certain times. On the other hand, if the other player asked me politely, I'm sure we could come to some agreement that would benefit the both of us. Something has clearly gone wrong with the communication there.
Anyway, to the OP, I guess you could try to change your in-game name. Not sure if there's a flaw with that plan, but it may be worth a try...
It wasn't a demand it was an ask and I said I'd appreciate it.
What went wrong was that he claims he didn't do it and is insulted at being called a liar. But the only other explanation is someone was using his account, which is against the TOS.
Alternatively you might be mistaken. I was once accused by a fellow shard mate of attacking him. Even after I posted solid evidence that I still had all my 5 daily attempts and hadn't attacked a single time he didn't admit to his fault.
Disregarding what the other side of the story is in your case, your opponent can attack you as often as he pleases. You may not like it, but he's not breaking any rules.
