Are debuffs evadable?
Every new kit has to have one point where "this effect can't be evaded" and it makes me wonder one of two things; 1. Does it mean even if thebattack misses the debuff still goes through the checks? ...

you cant evade dmg part of that attack, but the debuff can still be resisted
