Ahsoka was formally a member of the Jedi Order - kind of impossible to deny her the tag. Luke and Rey weren't, since the Order was nonexistent by their time, and Luke in particular was told that he wouldn't be a Jedi until he defeated Vader, despite his training. They seem to have extended that sort of reasoning to Rey, where having a small amount of training does not make her a Jedi yet. Which is internally consistent, like it or not.
