Ahsoka was formally a member of the Jedi Order - kind of impossible to deny her the tag. Luke and Rey weren't, since the Order was nonexistent by their time, and Luke in particular was told that he wouldn't be a Jedi until he defeated Vader, despite his training. They seem to have extended that sort of reasoning to Rey, where having a small amount of training does not make her a Jedi yet. Which is internally consistent, like it or not.
Like it or not- but Ezra?
He was born well after the fall of the Jedi order. While he was trained by Kanan and took in by yoda. Luke was trained by Old ben and yoda (not too much longer after Ezra)and...Luke trained Rey in a Jedi sanctuary (yoda was watching the whole time)
This is all just a renewal of Order 66- implemented and enforced by the CG to undermine and bring down the Jedi Order
