Depends on how much you wanna invest in them. Back before Galactic War got nerfed (when it was extremely hard where you fought 4 or 5 MONSTER teams) I saw a fully maxed Phoenix team auto the entire thing.
So yeah, they CAN be viable for a lot of things. Depends on if you wanna drop Zetas and get them to Gear 12.
Wouldn't expect them to get to the top of any Arena though. At least not top 25.
