For a newer arena shard - and if R2 isn't everywhere - zMaul is a great investment and should (in the shorter to medium term) push you up the ranks. On older shards he has largely disappeared so the benefit of your zeta is very much time dependent.
However, a rework of Vader or Palps could possibly bring back Maul as a top tier leader. We'll see!
