Is the Ashoka fulcrum zeta worth it?

If you use Fulcrum, yes. You really want Meditate and Wirlwind to be on the same cooldown, otherwise after the first you'll have to wait an extra turn before being able to Meditate if you want to follow with Wirlwind. The "can't evade" is a big boost, and 50% less armor is icing.
