B2 Super Battle Droid WAI?

When using his Mow Down, sometimes it doesn't remove Tenacity Up.
The ability reads:
"Deal physical damage to all enemies and dispel all positive status effects on them, with a 65% change to also inflict Buff Immunity for 2 turns (applied before damage.)
Soooo...is this how it's supposed to work, because it's worded like it would remove ALL buffs without going to tenacity checks.
