Best first order leader - phasma or unmasked kylo?

At one point I used to think that the first order was an awesome team. Phasma could use her lead skill to call for a load of assists which I thought was pretty neat. However I feel that she has become...

unfortunately kylo has been fixed not to crit at all on his aoe since the release of krum. you can see it from ability text
