Chopper can be very useful in a droid-team with HK-47(L) and BB-8. With some nice CritChance-Mods this trio is a powerhouse of generating TM, and there are some other nice droid-synergies.
Sabine has the Rebel-tag and a strong zeta-attack (in a Phoenix-team).
As I use Phoenix only for getting Thrawn and TB, a Phoenix-zeta would be a waste in my eyes.
So I would say, in my eyes Chopper has more usability at all.
