I've been hitting my usual top ranks with it, and now that the shard is past probing it because it's new and unusual, it's maintaining very well until the next climb.
So, yeah: Chopper > Sabine. I use Chopper to the top of the arena ladder. I use Chopper in LS TB with and without Phoenix Squad. Sabine may replace him in TW defense squads, and she goes to platoons. I'm not saying she's bad, but I haven't had a call to gear her, because I don't have a pressing need for more developed rebel attackers on my roster.
