I don't see Sabine being utilized outside of Phoenix, but in a pure Phoenix squad, I would go w/ her over Chopper.
Current meta...RJT, BB8, R2 +2. Supports Chopper as 1 of the 2 quite well. Also, Grievous is due a rework and I'd much rather have Chopper ready instead of Sabine.
Overall tho, u will want all 6 for ships so...
