Biggs/Wedge speed

Wedge says that wedge and Biggs each get +9 speed for each undamaged ally.

As I understand it, that should mean that at the beginning of an arena match (pre first shot/action), both wedge and Biggs should be base speed + mods + 45.

Is this somehow incorrect? Because my turn order isn't be playing out as I expect ...
