health mods impact the green health bar. The blue bar below the green bar is the turn meter bar. The very light pale blue bar is your protection and that is impacted by the primary stats on your mods (protection instead of health primary) and most greatly by the level of your character's gear.
Characters at higher gear levels get significantly more protection.
