Is it possible that these two "bonus turns" have different mechanics? It seems Malak gets his bonus turn even when opposite toons have 100% TM, so he basically has upper hand for his bonus turn, while...

See the order of actions:
As you can see in there, as well as in the description, Grievous dispels, reduces cooldowns and takes a bonus turn. So he has to wait.
You are thinking like he should take the bonus turn and do the other actions, but that’s not the way it is coded and also follow the description of the ability:
